Senate Bill 823 and Assembly Bill 1868 established an Ombudsperson within the Office of Youth and Community Restoration (OYCR) pursuant to Welfare and Institutions Code (WIC) section 2200(d) for youth who are in county juvenile justice facilities.
The Ombudsperson is an independent problem-solver responsible for investigating complaints and attempting to resolve them for the people involved. While housed in a juvenile justice facility, youth have the right to ask a question or file a complaint with the OYCR Ombudsperson if they feel their rights have been violated or ignored or are concerned about the condition of the facility they are in. Youth are not punished or threatened for making complaints to the OYCR Ombudsperson.
The Ombudsperson will:
- Keep all discussed items confidential
- Assist in solving problems
- Assist youth in understanding their rights
- Answer general questions
The Ombudsperson cannot:
- Give legal advice or change court orders
- Investigate complaints about attorneys or judges
